ODCP Coronavirus Operations
ODCP Update 06-01-20
ODCP staff members who’ve been teleworking from home because of the pandemic now are gradually transitioning back to the office, with added safety precautions to protect against spread of the coronavirus. Therefore, most internal and external ODCP staff communications continue to be virtual in nature.
Until further notice, the need for in-person meetings will be considered on a case-by-case basis, with heavy scrutiny on personal safety. If you have business with ODCP, please contact any of our staff members electronically. In-person meetings must be scheduled electronically in advance, with safety measures (e.g., social distancing and sanitation).
Please find ODCP staff member contact information at https://odcp.iowa.gov/staff.
Grants & Funding
The application window for the first round of Coronavirus Emergency Supplemental Funding (CESF) grants from the Governor’s Office of Drug Control Policy (ODCP) for preventing, preparing for, or responding to coronavirus-related criminal justice needs in Iowa has closed. Please watch this ODCP website for future announcements about the possibility of additional rounds of CESF grants.
Additionally, guidance from the U.S. Department of Justice aims to temporarily provide greater flexibility in some uses of other federal grant funds to provide authorized services in response to the pandemic. If you're an ODCP grant recipient impacted by coronavirus and have a grant-related question, contact Dennis Wiggins at Dennis.Wiggins@Iowa.Gov or 515-725-0308.
For the latest statewide information on Iowa coronavirus impacts and responses, go to https://coronavirus.iowa.gov.
If you have a time-sensitive need for substance abuse services, please go to YourLifeIowa.org. If you want to report suspicious drug-related activity, call your local law enforcement agency...or in the event of an emergency dial 911.

ODCP Update 03-19-20
Due to circumstances related to the coronavirus pandemic, staff of the Iowa Office of Drug Control Policy (ODCP) are on telework status until further notice, and can be reached by email or phone (click on "about" and "staff" for contact information). ODCP remains fully operational, and will make every effort to avoid service disruptions. During this time, physical access to our office in the Pape State Office Building may be limited, so please call or email us in advance before visiting in person.
If you have a time-sensitive need for substance abuse services, please go to YourLifeIowa.org. If you want to report suspicious activity, call your local law enforcement agency...or in the event of an emergency dial 911.
ODCP Update 03-17-20
Effective 03-17-20, and until further notice, staff members of the Iowa Governor's Office of Drug Control Policy (ODCP) are employing a maximum telework approach to ODCP's daily operations and curtailing non-essential travel and/or meetings. This action stems from coronavirus mitigation guidance from the U.S. Centers for Disease Control and Prevention and Iowa Department of Public Health, and is consistent with the operating position of the U.S. Department of Justice, Office of Justice Programs.
ODCP staff will work remotely and continue to be available electronically to assist with grant program, public affairs, information, and other needs. We hope to keep service delays to a minimum, but given the circumstances realize there may be some disruptions.
Here's what you can expect from ODCP during this time:
Grant Payments, Reports and Other Activity
IowaGrants.gov will remain in service to facilitate most grant business as usual. Likewise, Dennis Wiggins (Dennis.Wiggins@Iowa.Gov or 515-725-0311) and Evan Marten (Evan.Marten@Iowa.Gov or 515-725-0305) will remain available to help with program and financial questions respectively. The best way to contact Dennis or Evan is by email, but you may also leave a voice message on their phones.
In the event of interruptions in performance of work under a grant or pauses in grant-supported projects, ODCP will try to be as flexible as possible within federal grant parameters. If you have specific questions about complying with a federal grant administered by ODCP, contact Dennis Wiggins at the email address or phone number listed above.
Public Affairs and Information
Although the Iowa Legislature has suspended formal activity for 30-days, and Congress is focused heavily on the COVID-19 response, discussions of drug control programs and policies are ongoing. ODCP's Weekly Legislative Update is paused temporarily, but will be reactivated as warranted. Meanwhile, if you have a non-grant related drug policy, program or strategy question please contact Susie Sher (Susie.Sher@Iowa.Gov or 515-725-0308).
As new issues develop on coronavirus mitigation related to ODCP services, we pledge to provide updated information that could impact you and others. Please watch for ODCP emails, or check our website (www.odcp.iowa.gov). For more general health information, please visit the Iowa Department of Public Health's coronavirus website (https://idph.iowa.gov/Emerging-Health-Issues/Novel-Coronavirus).
If you have questions or concerns about ODCP services during these rapidly changing times, please contact any of our staff listed above or Director Dale Woolery at Dale.Woolery@Iowa.Gov or 515-725-0310.
