The Residential Substance Abuse Treatment (RSAT) Formula Grant Program is administered by ODCP. RSAT assists in implementing substance abuse treatment programs in correctional and detention facilities.

RSAT programs provide individual and group treatment activities for offenders and must:

  • Last between 6 and 12 months.
  • Be provided in residential treatment facilities set apart from the general correctional population.
  • Focus on the substance abuse problems of the inmate.
  • Develop the person's cognitive, behavioral, social, vocational, and other skills. The goal is to solve substance use disorders and related problems.

Funding

There is a limited amount of funding available. Due to the restrictions on the funding, the application process for RSAT is combined with the Byrne-JAG solicitation.
