In FFY 2005, Congress consolidated two long-standing local law enforcement grant programs: the Edward Byrne Memorial State and Local Law Enforcement Assistance Grant Program (Byrne Grant) and the Local Law Enforcement Block Grant Program (LLEBG). The new program, the Byrne Justice Assistance Grants (Byrne-JAG), is administered at the federal level through the Department of Justice, Bureau of Justice Assistance (BJA) in partnership with State Administering Agencies (SAAs).
The Department of Justice determines total state allocations using a formula based on population and Part 1 Uniform Crime Reports. The Department of Justice then passes 40% of the State’s Allocation directly to local jurisdictions and 60% is passed through to the SAA, which in Iowa is the Office of Drug Control Policy (ODCP). ODCP sub-awards this funding to state and local jurisdictions through a competitive grant process based on the priorities established in Iowa’s Drug Control Strategy.
Byrne-JAG grants are generally utilized by state and local agencies in Iowa to improve the criminal justice system. The program places an emphasis on breaking the cycle of substance abuse and crime, combating violence, holding offenders accountable, enhancing law enforcement initiatives, and supporting adjudication.
