Welcome and Introductions

Director Woolery called the meeting to order and welcomed attendees. 

Approval of the August 6, 2020 minutes

Motion to approve minutes by Chris Wilson. Second by Jason Sandholdt. Minutes approved.

2021 Iowa Drug Control Strategy Review

Susie Sher from the Office of Drug Control Policy discussed the resent release of the 2021 Iowa Drug Control Strategy. A copy of the Strategy can be found on the ODCP website. https://odcp.iowa.gov/sites/default/files/documents/2020/10/2021_iowa_drug_control_strategy_and_drug_use_profile.pdf

Update: Pandemic and Social Justice Responses

Dr. Tyler Oesterle from the Mayo Clinic presented information on “Treating Substance Use Disorders Through Telehealth.” A copy of Dr. Oesterle’s slides will be sent to meeting attendees.

Members discussed how the pandemic and social justice issues have affected their work. Recent recommendations of the Governor’s FOCUS committee on criminal justice reform and the Iowa Justice Advisory Board were shared with council members, as were charts depicting potentially relevant drug trends in Iowa.

Sharon Greer offered information on a pilot in Marshalltown in which the police department will deploy social workers with police officers to respond to certain situations involving mental health issues. 2021 Member/Organization Planning and Legislative Updates

Dale Woolery shared that the ODCP has submitted one legislative pre-file to change the language about the Drug Policy Advisory Council membership. The proposal would add voting members from the Iowa Police Chiefs Association and the State Public Defender’s office. Jason Sandholdt made a motion to add the two voting members to the DPAC. Kevin Gabbert seconded the motion. It was approved unanimously.

Barb Anderson shared that the Iowa Department of Education is currently working on rules for two bills that passed last year. Brad Richardson shared that the Mental Health Planning Council has a list of legislative priorities that he will share with the group. He also shared that the Iowa Treatment Outcomes tracking study is completed and will be posted to the Iowa Department of Public Health website soon.

Other Business and Public Comment

An opportunity for public comment was provided, but no one offered comments.  No other business was discussed.
