Director Woolery called the meeting to order and welcomed attendees.
Approval of the September 13, 2022 minutes
Minutes were not approved. (No quorum) Minutes will be reviewed/approved at the next meeting, tentatively scheduled for June 6, 2023.
2023 Iowa Drug Control Strategy
Susie Sher gave an update on the recently released Iowa Drug Control Strategy and Drug Use Profile.
988 Update
Julie Maas from Iowa HHS shared an update on the new 988 crisis line. She provided a pdf of her slides for the Council (attached). Overall, the program is showing success. Calls directly related to suicide are increasing. Starting January 1, an evaluation will begin, which will include a survey of people who have used 988. Iowa HHS was waiting to market 988 widely until they knew their centers were able to handle the volume of calls. They are now looking into producing print, TV, social media, and radio ads. Currently, YourLifeIowa and 988 are both available for call, text, and chat services.
State Crisis Intervention Program (SCIP) Advisory Board
Dale gave an overview of the federal Safer Communities Act, which will send federal dollars to states to address violence. One of the funding streams is SCIP. The application is due December 19, 2022. ODCP will be administering SCIP funding beginning in 2023. One of the requirements from the U.S. Department of Justice is to have a SCIP Advisory Board. The majority of DPAC will be asked to serve on the SCIP Advisory Board as well. Dennis shared some information on the program and the requirements of the Advisory Board. The Advisory Board will be asked to approve the plan, budget, and any subsequent changes. The first SCIP Advisory Board meeting will be held in January. His slides will be made available to the Council as well (attached).
Legislative Preview, Other Business and Public Comment
Paula shared legislative priorities from the Polk County Medical Society on tort reform, mental health reform, and telehealth access and payment parity. Steve stated he thinks there may be some changes to juvenile court operations coming. Dale shared that ODCP and others are looking at possible proposals to deter drug trafficking and expand naloxone access.
The Greater Des Moines Partnership will be hosting an open event on January 9th to meet with Legislators.
No other business was discussed. An opportunity for public comment was provided, but no one offered comments.
