Iowa Drug Endangered Children Workgroup

The DEC workgroup was formed as a continuing improvement follow up to the DHS change to a Differential Response (DR) child welfare system in 2014.  The purpose of the workgroup was to examine and answer subsequent questions about the impact of DR on the health and safety of drug endangered children, and make policy recommendations to the Iowa Legislature.

Legislation creating this workgroup states its purpose is to…“examine issues and develop policy recommendations relating to the protection and safety of drug endangered children” and…”propose a statutory definition of a drug endangered child for purposes of child in need of assistance and child abuse proceedings.”  The workgroup charge is in lieu of a legislative proposal that was not adopted last session (HF 2206/SF 2165).  In summary, for recommendations due to the Legislature in December, the DEC workgroup will try to answer the basic question: What, if any, enhancements should be made to DR to improve protections for drug endangered children in Iowa?

Governor Signs HF543 - Drug Endangered Children Bill

HF 543 - an Act relating to child in need of assistance and child abuse cases involving certain drugs and other substances.  This bill passed the Iowa House on March 14, 93-0 and the Iowa Senate on April 10, 48-0.
