The ODCP Legislative Update is a weekly recap of action in the Iowa Legislature relating to drug control and criminal justice issues, the aim of which is to keep you informed of proposed legislation and any progress it makes toward becoming law.

2020 SESSION TIMETABLE
Note: This Session Timetable is subject to change *See SCR 5, SR 3, and HR 11 (2019)

JANUARY 13 First day of session (Iowa Code Sec. 2.1)

JANUARY 24 (Friday of the 2nd week) Final day for individual Senator and Representative requests for bill and joint resolution drafts to the Legislative Services Agency (Senate Rule 27 and House Rule 29)

FEBRUARY 21 (Friday of the 6th week)** Final date for Senate bills and joint resolutions to be reported out of Senate Committees and House bills and joint resolutions out of House committees (Joint Rule 20)

FEBRUARY 24 - 28 (7th week) Senate considers only Senate bills, joint resolutions, and unfinished business; House considers only House bills, joint resolutions, and unfinished business (Joint Rule 20)

MARCH 2 -13 (8th and 9th weeks) Debate not limited by rule

MARCH 20 (Friday of the 10th week)** Final date for Senate bills and joint resolutions to be reported out of House committees and House bills and joint resolutions out of Senate committees (Joint Rule 20)

MARCH 23 - 27 (11th week) Senate considers only House bills, joint resolutions, and unfinished business; House considers only Senate bills, joint resolutions, and unfinished business (Joint Rule 20)

2020 TENTATIVE PROPOSALS

ODCP plans a proposal to address Iowa hemp consumer and public safety concerns.

The Iowa Department of Public Health says it plans a proposal to strengthen the Smokefree Air Act by changing the definition of smoking in Iowa Code to include vapor products.

HCR 6 A Concurrent Resolution opposing barriers to conducting research on the use of cannabis to treat medical conditions and illnesses. Laid over under Rule 25. 

HF 684 An Act limiting immunity from certain criminal offenses and prohibiting certain disciplinary sanctions for persons under twenty-one years of age who report, seek, or require medical assistance for alcohol overdoses or protection from certain crimes. Introduced, referred to Public Safety. Passed subcommittee with amendment 02-26-19. Passed committee with amendment 03-05-19. Placed on calendar under unfinished business 04-04-19.

SF 572 An Act relating to controlled substances, including amending information collection and reporting requirements under the Iowa prescription monitoring program, amending controlled substance schedules, and removing certain references to marijuana. SF 607 An Act establishing the minimum age relative to various activities relating to tobacco, tobacco products, alternative nicotine products, vapor products, and cigarettes. Introduced, referred to Appropriations 03-28-19. Passed subcommittee 04-10-19.
